PG&E WATTERSAVER Referral Program Terms and Conditions

Pacific Gas and Electric Company (PG&E) WatterSaver Program (Program) is administered by the Association for Energy Affordability (AEA). These Referral Program terms are an agreement between the referring person or company (Referrer) and AEA. PG&E is not a party to this agreement, but PG&E may enforce the Limitation of Liability, Referral Conduct, No Endorsement or Publicity, and No Agency Relationship sections. By requesting or using a referral code, Referrer accepts these terms.

1. REWARD ELIGIBILITY Program shall determine, in its sole discretion, whether each application is eligible for referral reward payment. Eligibility is contingent upon a successful referral enrollment. A successful referral enrollment requires that the referred party receive electricity from PG&E or a Community Choice Aggregator and have an eligible electric water heater. To qualify, the referred party must submit a complete Program application that includes the Referrer’s unique referral code, successfully connect the eligible water heater to the Program, and receive an application approval email.

2. CONNECTIVITY OPTIONS All Water heaters on the program’s qualifying product list can connect to the program via:

  • API/Wi-Fi using the water heater manufacturer’s App (only available for Rheem/Rudd), and/or
  • Establishing a connection via CTA-2045 Universal Communication Module (UCM): Referrers may request UCMs to provide it to referrals by emailing the Program, but requesting and/or maintaining UCM inventory is optional. AEA may decide to provide them in limited quantities, based on availability and tracking requirements. Referrers are responsible for any UCMs they receive: lost, unused, untracked, or improperly assigned UCMs may lead to forfeited or reduced reward payments, repayment obligations, or required return of equipment. Any UCMs not installed on actively enrolled referral’s water heaters within three months of receipt, or any unused inventory must be returned upon request by the Program at the Referrer’s expense. UCMs remain the property of AEA while in Referrer’s possession, and Referrer is responsible for the replacement cost of any UCM that is lost or damaged. Referrer may not charge a referred party for a UCM.
    • In cases where a referred party applies with a referral code and needs a UCM to establish water heater connection, the Program will contact the referred party directly and offer to ship one to them.

3. REWARD FUNDING This Program is funded by California utility ratepayers where funds are available on a first-come, first-served basis, until depleted, or the Program ends, whichever occurs first. Program does not guarantee funds will be available and may suspend or end reward payments at any time.

4. REWARD PAYMENT Program will issue reward payment links to Referrers via email for successful enrollments during the first week of the month following the approval of a complete customer application.  Reward amounts are those published at watter-saver.com and in effect on the date the referred party’s complete application is approved.

5. REFERRAL CONDUCT Referrer may share the Program and referral code with people Referrer knows, including friends, neighbors, and Referrer’s own customers. Referrer may not buy, rent, or scrape contact lists, send bulk unsolicited messages, use automated or prerecorded calls or texts, or submit another person’s information without that person’s knowledge and permission, and must follow all laws that apply to calls, texts, and email marketing. Referrer may only describe the Program using materials provided or approved by AEA. A Referrer must tell the referred party that Referrer receives a payment for the referral.

6. LIMITATION OF LIABILITY PG&E and AEA shall have no liability for any claim, loss, damage, or cost arising from assistance a Referrer provides with Program enrollment or participation, including helping complete an application, connecting a water heater, or handling or installing a UCM. No party shall be liable for incidentals, lost profits, or consequential damages. Neither PG&E nor AEA shall: (i) perform, supervise, oversee, or be accountable for Referrer’s performance. The Program, including water heaters, UCMs, and connectivity, is provided “as is,” without any representation about equipment performance, energy savings, or bill impacts.

7. NO ENDORSEMENT OR PUBLICITY Referrer may not use PG&E’s name, logo, or trademarks, or refer to these terms or to Referrer’s participation in the Program, in any advertising, website, social media, or other public communication without PG&E’s prior written consent. Referrer may not use a business name, domain name, or social media account that could be mistaken for PG&E or WatterSaver. AEA and PG&E maintain a non-endorsement policy and Referrer agrees not to state or imply in any form of written, verbal, or electronic advertisement, communication, or any other business development effort, that AEA or PG&E endorses, recommends, or vouches for Referrer. Referrers who wish to develop marketing materials for WatterSaver beyond what is developed and furnished by AEA or PG&E must obtain AEA’s prior written approval.

8. NO AGENCY RELATIONSHIP Referrer takes part in the Referral Program independently. These terms do not create a partnership, joint venture, agency, or employment relationship. The Referrer has no authority to act for, sign for, or make commitments on behalf of PG&E.

9. TERMINATION The Referral Program is subject to changes, modification, or termination by Program at any point in time without notice. Referral Program terms are effective until June 30, 2027, unless sooner terminated.
